- Added example to pull data from a router's DHCP table to populate the $manual_ips array to config.php.example

Adding ip-accounting/migrate-old-db.php to version control for posterity, and because it'll likely because the basis for a better version of accounting-regen.php in the future.  This script existed to migration data from my old IP accounting system and wont likely ever be used again.

  * Fixed upload/download counting, they were reverse mapped to src/dst user
  * Created a 'regen-accounting' script which will recreate the hours table from the raw_hours table

Fixed $router['hostname'] not being written to db. Also added fix for php version change in db_setup.php

  * Rewrote parse-accounting.php to:
    * Use illuminate/database for DB functionality
    * Support multiple MikroTik accounting routers
    * Support OpenVPN user mapping

  * Added composer.json to include the Eloquent Database framework
  * Added original parse-accounting.php code

  * Included working cacti template

  * Cacti doesn't support custom parameters for Script Queries, so we need a config file for port and password
  * Added cacti .xml file
